Ante esta situaci\u00f3n, el Comit\u00e9 de Operaciones de Emergencia (COE) Provincial mantuvo sesiones extraordinarias durante el s\u00e1bado 3 y domingo 4 de octubre, con el objetivo de evaluar el impacto de las precipitaciones, coordinar acciones interinstitucionales y adoptar resoluciones orientadas a fortalecer la capacidad de respuesta frente a la emergencia.<\/span><\/p><p class=\"isselectedend\" style=\"text-align: justify;\"><span style=\"font-family: 'Century Gothic',sans-serif;\">Por delegaci\u00f3n del prefecto de Esmeraldas, Diego Zambrano Loor, la viceprefecta <b>Ivannova Estupi\u00f1\u00e1n<\/b> presidi\u00f3 ambas reuniones desarrolladas en la Sala de Crisis del ECU 911, donde participaron representantes de las diferentes Mesas T\u00e9cnicas de Trabajo, Grupos de Tarea y organismos de respuesta.<\/span><\/p><p class=\"isselectedend\" style=\"text-align: justify;\"><span style=\"font-family: 'Century Gothic',sans-serif;\">Durante las sesiones se analizaron los reportes remitidos por los Gobiernos Aut\u00f3nomos Descentralizados cantonales, evidenciando afectaciones provocadas por el desbordamiento de r\u00edos, inundaciones y deslizamientos que han impactado a gran parte de los cantones de la provincia.<\/span><\/p><p class=\"isselectedend\" style=\"text-align: justify;\"><span style=\"font-family: 'Century Gothic',sans-serif;\">Rub\u00e9n Espinoza, secretario del COE Provincial y coordinador de Gesti\u00f3n de Riesgos de la Prefectura de Esmeraldas, inform\u00f3 que los siete cantones afectados presentaron sus respectivos informes t\u00e9cnicos. Adem\u00e1s, se\u00f1al\u00f3 que los cantones Muisne, Quinind\u00e9 y Eloy Alfaro ya cuentan con declaratorias de emergencia cantonal, mientras que el Municipio de Esmeraldas se declar\u00f3 en emergencia institucional debido a que la magnitud de los eventos super\u00f3 su capacidad de respuesta operativa.<\/span><\/p><p class=\"isselectedend\" style=\"text-align: justify;\"><span style=\"font-family: 'Century Gothic',sans-serif;\">Como parte de las resoluciones adoptadas, el COE Provincial resolvi\u00f3 acoger los informes t\u00e9cnicos presentados por los GAD cantonales, las declaratorias de emergencia emitidas por los municipios afectados, as\u00ed como los informes elaborados por las Mesas T\u00e9cnicas de Trabajo y los Grupos de Tarea. Asimismo, dispuso que la Unidad de Gesti\u00f3n de Riesgos de Desastres y la Gesti\u00f3n de Asesor\u00eda Jur\u00eddica de la Prefectura elaboren el informe justificativo correspondiente para conocimiento y decisi\u00f3n de la m\u00e1xima autoridad provincial.<\/span><\/p><p class=\"isselectedend\" style=\"text-align: justify;\"><span style=\"font-family: 'Century Gothic',sans-serif;\">De igual manera, el organismo emiti\u00f3 criterio favorable, conforme a lo establecido en el art\u00edculo 65 de la Ley Org\u00e1nica para la Gesti\u00f3n Integral del Riesgo de Desastres (LOGIRD), para que la m\u00e1xima autoridad del Gobierno Aut\u00f3nomo Descentralizado Provincial de Esmeraldas analice la declaratoria de estado de emergencia por los efectos ocasionados por las intensas precipitaciones e inundaciones asociadas al fen\u00f3meno de El Ni\u00f1o.<\/span><\/p><p class=\"isselectedend\" style=\"text-align: justify;\"><span style=\"font-family: 'Century Gothic',sans-serif;\">Actualmente, el informe jur\u00eddico ha sido remitido para su revisi\u00f3n conjunta con la Sindicatura del Gobierno Provincial, con el prop\u00f3sito de consolidar el documento definitivo que sustente de manera t\u00e9cnica y legal la eventual declaratoria de emergencia provincial, atendiendo las solicitudes y necesidades planteadas por los territorios afectados. <\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Las intensas lluvias registradas en los \u00faltimos d\u00edas contin\u00faan generando afectaciones en varios sectores de la provincia de Esmeraldas.
