que une a los cantones Esmeraldas &#8211; Quinind\u00e9<\/strong>, y el justo reclamo realizado a trav\u00e9s de redes sociales, aclaramos que:<\/p><p>-El mantenimiento de esta v\u00eda es competencia exclusiva del Ministerio de Transporte y Obras P\u00fablicas y no de la Prefectura de Esmeraldas.<\/p><p>-La red vial estatal est\u00e1 constituida por todas las v\u00edas administradas por el Ministerio de Transporte y Obras P\u00fablicas como \u00fanica entidad responsable del manejo y control, conforme a normas del Decreto Ejecutivo 860, publicado en el Registro Oficial No. 186 del 18 de octubre de 2000 y la Ley Especial de Descentralizaci\u00f3n del Estado y de Participaci\u00f3n Social.\u200b<\/p><p>-Del mismo modo, que, la prefecta de Esmeraldas Roberta Zambrano Ortiz, preocupada por la seguridad de quienes transitan por esta v\u00eda, con fecha 17 de junio y luego el 27 de septiembre, solicit\u00f3 ante el ministro de Transporte y Obras P\u00fablicas Marcelo Cabrera, la intervenci\u00f3n urgente de la mencionada v\u00eda estatal.<\/p><p>-Por tanto, la presente administraci\u00f3n reitera la necesidad de intervenir de manera inmediata la carretera, conforme al justo reclamo de los ciudadanos, y, como prefectura de Esmeraldas, seguiremos trabajando en el cumplimiento de nuestras competencias, en atenci\u00f3n a las necesidades de los esmeralde\u00f1os y el sector
